Build Readme Addition

If using tomcat4 rpm from jpackage it may be required to install
xerces-j2 as well.


We really need to get OpenNMS synced into at least the latest version of
tomcat4, forget if catalina.jar is actually required from CVS, or should
people be building against the catalina.jar that their tomcat comes
with. I have been doing this for a while myself, as well as updating
other jars from the checkouts as well.

I do recall Matt, DJ and I hashing some of this out in IRC, just don't
recall the end result.

I really think that the external dependencies should be kept as such,
and not be provided with checkouts, and built against the versions of
code a builder may be using. 

Add a readme stating what header files and minimum version for the
existing rrd and postgres deps, at least until the agnostic goals can be
met, maybe some log4j caveats as well, I am sure everyone can come up
with something to add :-)
