  NMS-14148: Don't wait for Twin subscriber in Trap Listener

Currently TrapListener depends on TwinSubsciber update to open TrapListener.
Instead with this change we open TrapListener without waiting for TwinSubscriber.
Whenever Twin Subscriber available, we suscribe to it.
