Fixed on r00bd65ff6645 for 1.6 branch:

The solution includes the proper handling of thresholdConfigChange event. A
special event parameter called configFile, will tell Collectd to update
thresholds.xml or threshd-configuration.xml

Fixed on rf86ab64cc2e0 for 1.7 branch
