First of all, thanks for the patch.

Fixed on rev 15228 for branch 1.6-testing. The patch was modified a little bit,
because this branch treat counter as rates

Fixed on rev 15229 for trunk. The thresholding code for 1.7.x branch is
different from 1.6.x branch; so I adapted the patch in this case.

JUnit tests for ThresholdingVisitor are supported only on 1.7.x branch. I added
two tests to prove that 32bits and 64bits counter wraps work ok.
