I think this is the point of the policies of the new provisiond daemon. There
is a policy named "Set Node Category" that will probably add a category (admin
category, not the same as surveillanceview categories) when certain criteria
are fulfilled.

Be aware that currently provisiond isn't used for discovered nodes, only nodes
from file imports. I think (but check with opennms.com people) that the goal is
to have provisiond replace capsd for discovered nodes some time in the future.
