While normalizing the event used to reload configurations for easier
administration, I noticed that Poller, Threshd, and Collectd all reinitialize
the threshold factory before handling the event for their own purposes. The
daemon reload configuration event should be used to handle initialization of
the factories and the current event should be sent to notify the poller and
collector daemons that the factories have been changed.
