We have some thresholds in particular that are always violated at certain times
of a day.  It would be nice to have a way to supress these only during that time
interval.  I would imagine there are other messages that might be "normal"
behavior at certain times of day.  You may not want have a complete outage
scheduled for that interface or node, but you might you might not want to see
these "normal" events.
