OpenLDAP software is developed on a voluntary basis by contributors.  
Feel free to submit patches for evaluation that implement the above 
mentioned controls; please make sure patches comply with coding style 
and other guidelines and requirements illustrated in 
<http://www.openldap.org/devel/contributing.html>.  For more specific 
technical reasons, please browse the archives and the ITS.  In short, 
both controls appear to be poorly designed, as they delegate to DSAs 
what should be better done by DUAs.

"standard" may not be the most appropriate term in this case.  I 
especially note that an implementation does not need to provide this 
control to comply with LDAPv3.
