Summary: Convert build environment to maven

Maven provides some compelling features over our
existing ANT build (see
http://jakarta.apache.org/turbine/maven/features.h
tml), which would make development,
documentation and deployment much easier.
In addition, it can generate ANT scripts, so we can
have the best of both worlds.

Maven support added in CVS. Will be available in the 0.7.6
release.
