Summary: exception if PERSISTENT msg sent to non-administered dest

Initial Comment:
If a message is sent using 
DeliveryMode.PERSISTENT to a non-administered 
destination, an exception is thrown.

I don't think this should be invalid - if the 
destination isn't administered, then it should 
behave as though the message is 
NON_PERSISTENT.  
If this is intentional, an 
InvalidDestinationException should be propagated 
back to the client.

Previously, messages were incorrectly sent with 
DeliveryMode.NON_PERSISTENT by default. The fix to 
the above makes the default delivery mode PERSISTENT.
