To: OpenJFX committers

We have firmed up the weekly testing rules to ensure that we are all 
testing the same bits, and that changes are not picked up by our weekly 
promoted build without being tested. The timeline each week is:

Monday 1:00 AM Pacific -- repo is locked, testing can begin as soon as a 
build is available (or you can build it yourself)
Monday 1:00 PM Pacific -- repo is unlocked, changesets can be pushed 
normally again

Between those times, only critical changesets to fix test failures or 
critical bugs found during testing (with approval) may be pushed.
