Looks fine.

To our knowledge, this ResourceBundleControlProvider SPI is rarely used, if any. The \
extension mechanism was removed in jdk-9+41 and there isn't any issue filed related \
to this SPI.  I agree to deprecate ResourceBundleControlProvider for removal.
