Actually, I don't see the need for further discussion at this point in time. 
The situation is as follows.  There is a three-tiered access control which can
be defined per page

- free to edit (non-registered users are presented with a captcha)
- editable only by registered users
- editable only by admin

That is what we have from mediawiki and I think it should be sufficient for our
needs.  Discussions about actual assignments and possible structural choices
should be had when the need actually arises.

IOW, I think this bug is done.
