patch to fix the problems described in the report

I ran into problems when writing an application that used the image magick
library. 

First of all the libraries and headers needed for development were not staged.
Wand-config and Magick-config scripts were also not staged.

Further, only the .so files from modules-Q16 were installed which appeared to
be not enough: convert was failing with a "no delegate found" message, it did
not recognize any formats.

Also installing the .la files solved the problem.
