adds "sanity" & changes "DISTRO_VERSION"

I'm not sure, if the following line should also be in the distro.conf, for the
moment I have it in local.conf:

MACHINE_KERNEL_VERSION = "2.4"

But if [DISTRO_VERSION = "3.1 compatible"] is set, kernel/virtual won't build.
The attached patched will solve this by defining [DISTRO_VERSION = "3.1"].
It also adds sanity-checker to sharprom-compatible.
