I had success booting VirtualPC 2.0 off of an 2.3 installation floppy.
Due to lack of diskspace I didn't go any further, but I'm quite sure,
it would be able to run the whole OS. It reported a Pentium 45 on my
7500 with an 604/120 MHz processor.  :)
