Hi.

We've added a 'permanent' keyword to 'arp -s'. 

I.e arp -s hostname ether_addr [temp | permanent] [pub]

Normal 'arp -s' means really only non-expiring now (an overwritten such
"normal" entry will no longer be non-expiring, btw - which shouldn't be a
problem anyway in your patch since you check for rt->rt_expire directly).
