It's in the sources in
XF4/xc/programs/Xserver/hw/xfree86/etc/bindist/OpenBSD-ppc/

Also have a look in /usr/X11R6/README.

This is a known problem with many ATI chipsets on OpenBSD/ppc. The only 
known
workaround is to use xdm so that you don't really quit X once booted.
