Your directory /usr/share/mk should contain these files:

bsd.README          bsd.lkm.mk          bsd.own.mk          bsd.subdir.mk
bsd.dep.mk          bsd.man.mk          bsd.port.mk         bsd.sys.mk
bsd.doc.mk          bsd.nls.mk          bsd.port.subdir.mk  sys.mk
bsd.lib.mk          bsd.obj.mk          bsd.prog.mk

If you don't have these files your install was not complete.
