tcsh used to have a static flavour, then it was removed (with
an @pkgpath marker added), then it was added again (but the marker
was not removed).

At update time, pkg_add sees the @pkgpath marker so it considers
both versions of the package as a suitable upgrade path.

This should fix it ...  ok?
