No, it's not enough. You must test PACKAGING as well, to be sure the 
dependencies are added only for the packaging step.

Oh yes, it can be a very good idea. It's a question of taste, of course,
but there are a few ports which make use of the concept... kdebase, for
instance, has a specific subpackage for netscape plugins that depends on
motif.
