Often this means that enough of an application is installed so that other
applications may compile/ and link from source using that application.
Some applications do have special development sources (mozilla, for instance).
The OpenBSD OpenLDAP client installs some header files, so I gather
that this qualifies as a "development version".
Now, sice you intend to install courier, this is all taken care
of: just install the package.
