Turns out this is a blunder on my part.. in the rush to upgrade this thing 
I managed to skip doing an upgrade of the packages when moving from 4.5r to
4.6r.  The various suggestions made all lead me to the conclusion that my
upgrade had gone sideways, which I'm rectifying now.
