Speaking of connections, how many anoncvs users can your (speaking to
everyone on the list) server handle at once before its performance
  starts to drop?

Maybe half a dozen. It used to be worse. By far the worst bottleneck is
disk I/O on the anoncvs tmp file system (in the chroot tree). I got things
working faster by putting this on a separate disk. When I upgrade to 2.9
I'll turn on soft updates and that should help some more, but a better fix
is to put it on a memory file system. You need at least 500 MB for this.
Bandwidth to this file system is not an issue, it's strictly a matter of
seeks per second.
