 Did you ever resolve this problem, possibly in newer version of OpenBSD 
 post 3.4?
 
 Also, did you look at "# pfctl -s state" to find a UDP port 4500 stream?
 
 
 Another way to check would be:
 
 $ sudo tcpdump -n -i [ext if] 'ip proto \udp && port 4500' &
 $ sudo tcpdump -n -i [int if] 'ip proto \udp && port 4500' &
 
 
 l8*
  	-lava
 
 x.25 - minix - bitnet - plan9 - 110 bps - ASR 33 - base8
