Hi,

For example, the following keybinding in fluxbox, i.e.,
```
    Mod4 e :If {Some Matches (emacs)} {NextWindow (emacs)} {Exec emacs}
```
will cycle through Emacs windows, if they are open; and will open one, if
none is open.

How to do this in openbox?
I have noticed the action of "if" in [1], but cannot manage to get it works.
