It's per-distro. This change only affects debian. The other big apt based
distro, ubuntu, may or may not have the same problem. They usually just copy
most of their packages from debian. They could be making their own lists of
dependencies, or just copying debian's.

I wouldn't think this would affect other non-apt distros like redhat or
arch, unless they are somehow copying the debian package dependency list,
which seems unlikely.

This particular change was instigated solely by the debian maintainer, if I
read the changelog right.
