Putting

<application name="evince">
     <decor>no</decor>
     <position force="yes">
         <x>50</x> <!-- replace 50, 200 with whatever you like -->
         <y>200</y>
     </position>
</application>

inside the application tags of my rc.xml file worked for evince. See 
http://icculus.org/openbox/index.php/Help:Applications .
