You just need to nest the <menu> tags like the following

<menu id="games-menu" label="Games">
  <item label="Tetris">
    <action name="Execute"><execute>ksirtet</execute></action>
  </item>
  <menu id="FPS" label="FPS">
    <item label="Quake">
      <action name="Execute"><execute>quake</execute></action>
    </item>
  </menu>
</menu>
