I don't know whether I'm confused here, but having read through the white
paper, it blurs Oracle Forms and Oracle Apex as if in some way they were the
same. 

This is a quote from the summary at the end

" Oracle Forms is a popular visual development tool for Oracle users.
WaveMaker is a visual development platform for Java that makes it
easy for migrate Apex applications and developers to open Java
servers such as WebSphere."

Not surprisingly ,as the point is database transparent java applications, no
mention is made of database packages, database triggers and other database
centric functionality.

I guess I'm old fashioned in thinking that there is value in deciding the
corporate database of choice and then maximising the use of its
functionality whilst minimising its dependency on any particular flavour of
front end. :-(

I will download and have a look.

We are experimenting with Apex and with a Java product called Wavemaker.
After my companies (ISV) experience with Oracle dropping the free forms
runtime license, and replacing it with a $30,000 license for application
server,  I am very reluctant to use Apex. (Fool me once, shame on you, fool
me twice, shame on me)    What is FREE today can be $30,000 tomorrow, and
nothing can be done about it.

I just discovered a product called Wavemaker that generates java forms.
It has been owned by VMWare for the last year.

The product is free and licensed under the Apache license model, so no GPL
issues associated with it.
It will talk to any database, or even a flat file data source.

I have never coded a line of Java.
I downloaded a copy onto my laptop, configured and connected it to my
Oracle database on another machine in about 30 minutes.
I imported the database structure into Wavemaker in about ten minutes.
I created  an active form with a summary and detail section on an employee
table in about 30 minutes.

Has anyone used this in production?

They also convert APEX forms:
"Converting Apex forms to WaveMaker pages involves using the WaveMaker
studio to automatically recreate the forms used in the Apex
application. Once a data model is imported into WaveMaker, WaveMaker can
automatically generate forms that create, read, update and
delete information from any table or view."
