I would also consider a few other things:

1. What is the skill set of my current resource pool? Can these 
resources make the change to the mindset of  "data warehousing"? Do they 
have skills that can be used for development of a data warehouse.
2. Hire someone who KNOWS data warehouse modeling EXTREMELY WELL. As it 
has been stated by others, if you don't do it right, doing it fast is 
not going to help.
3. I would also look at development tools and available resources. If 
the tool is the best on the market, but the the resource pool is small 
due to high cost or recently released, then cost for resources are going 
to be higher.
4. Maintenance costs can be drastically lowered by a design that enables 
maintenance to be performed easily. A design that is flawed from it's 
origin will result in increased maintenance costs due both to manpower 
and redevelopment.

Development speed is most often determined by experience levels of the 
personnel using the tools and a thorough understanding of the task at 
hand. Training, education and resources with prior experience will be 
your best investment for fast development and low maintenance.
