I had a TAR open with Oracle tech support over Net8 issues on Win2K 
server (database was built w/ Oracle's wizard). After I had spent days 
reading tons of Net8 documentation (mostly worthless), an unusually 
helpful guy at Oracle tech support told me to change some fairly obsure 
(to me) entry in the automatically generated Net8 configuration files, and 
everything worked fine, in the tnsnames.ora file:

  replace "service_name =" syntax with "SID ="

The tech support guy explained some Net8 internals that to be frank, went 
right over my head, about the difference between "service_name =" and 
"SID =", so in your context this issue may not apply.

Several months prior to that I had problems that were fixed by replacing 
the cabling that connects the server to the network.
