I decided to give up on the RFP. Too much head bashing to get to use the right tools \
for the pieces. Clueless with a perceived Silver Bullet and a solution looking for a \
problem.
Further reading of the RFP ... Designer 9i for Physical Data Model, and Reports 6i \
for implementation. And a Pretty picture prototype... when designer can give them a \
working prototype????
I might change my mind -- but dont think so at the moment.

I'm not sure whether you were really looking for a definitive answer, or whether \
you were just pointing out some limitations of JDev, but I wanted to point out two \
things:
1. Even with Designer, we (and I'm sure, you too) have always used it in \
conjunction with other tools (e.g. Word, maybe Visio, and in pre-Repository days, \
Perforce/CVS/VSS/etc.). I assume this will still be the case with JDev, even with \
more support of UML 2.0 Diagram Types.
2. In the last 3 years, we've done a few Analysis projects with similar RFP \
requirements, and we used
- Oracle Designer for conceptual data model, logical data model, physical \
database design, and all other server-side physical 'thing-ees'
- MS Word for Supplemental Business Specification and Business Rules (i.e. OCL)
- MS Visio for other stuff such as UI prototypes; although to be honest, we \
haven't done any formal storyboarding
- For every other form of deliverable, we used Sparx Enterprise Architect
Standard content structure for the deliverables came from either Oracle CDM (e.g. \
Data Migration Strategy) or RUP (e.g. SRS). For one of our current projects, we're \
moving to JDev to hold the physical database design, as the client is now allowing \
non-Designer tools for DB design. It's interesting to note however, that they still \
insist on Oracle Designer for the conceptual data model.
So, 'Yes', we're duplicating some of the content, but our Word docs are generated \
from Enterprise Architect, with minimal post-gen changes. My only 'beef' is that I \
need to have a logical relational model, an object-oriented domain model, and then a \
physical relational database design!!! I've given up trying to keep them \
synchronized in real-time, and just update them at milestones in the project.
