Double click on the project or Tools | Projec Properties
Select "Runner" under Profiles -> Development 
You can enter parameters in Program Arguments.

or 
Select "options" under Runner
and Select the check box for "Allow Program Input"
Click OK

Second option will allow you to enter the parameters interactively.
