Initial Comment:
Currently this interface method returns byte[], but, in
order to get the correct content-type and base url the
full Content instance is needed.  Changing this
interface will also require changes to FetchedSegments
and DistributedSearch, and cached.jsp should be fixed
to use the correct base url.

While we're at it, the getAnchors() method should also
be replaced with a getFetcherOutput method().  With
this, all of the known data for the page would then be
available.
