I did try compiling ntp-dev on FreeBSD 4.11 about 6 months ago, and
ran into lots of problems. There are quite a few uses of C99
constructs that got in the way. There were also some other problems,
to do with it assuming the existance of certain types (maybe
socklen_t?  I forget the exact details) that eventually put me off.

It's not really a big deal, because any modern hardware will run
more recent versions of FreeBSD. OTOH, in the unlikely event that
you wanted to run FreeBSD on a real 386 (rather than a 486, pentium
or something from this decade), FreeBSD 4.11 might be your best
choice.
