Discussions about why another list is moderated is out of scope for
hackers.

And I believe the answer in general is that it is a way to make sure
folks are "real" and "interested in the topic" because of the serious
spam problem we had when the lists were hosted at UDel.

Our postmaster may have more to say - if that happens on a website
(either ntp.isc.org or lists.ntp.isc.org) I'll say more.
