The COPYING file is a placeholder - I have email from Darren giving us
explicit permission to use/distribute this code.

My other choices were a GPL'd library and something from DJB that I had
enormous problems trying to understand.

I like to think I made the right choice...

I'll fill in the COPYING file soon.
