While it should be possible to build the NTP suite without SSL, doing so fails
under Windows because the random number generator of openSSL is required. The
fall back to the ARCFOUR PRNG does not work because libevent is not used in the
windows build.

Providing a Win32 specific wrapper for 'libevent/arc4random.c' solves this
problem.
