If an IPv6 address is assigned to a network interface which yet has ho link
then the interface is in a tentative state, and the address can not be bound
to.

Thus ntpd 4.2.8p1 on my Linux machine emits error messages periodically, while
it should silently retry until the interface has left tentative state.

A similar problem has been reported in bug #1134, and was fixed before ntpd
v4.2.6p5, but the error occurred again in 4.2.8:
