I found the rsync repo for ntp-dev.

bootstrapping has a bunch of errors - I have autoconf 2.69 automake 1.14.1. 
Here are a few:

configure.ac:98: warning: AC_LANG_CONFTEST: no AC_LANG_SOURCE call detected in
body

tests/Makefile.am:9: warning: source file '$(srcdir)/../tests_main.cpp' is in a
subdirectory,
tests/Makefile.am:9: but option 'subdir-objects' is disabled
automake: warning: possible forward-incompatibility.
automake: At least a source file is in a subdirectory, but the 'subdir-objects'
automake: automake option hasn't been enabled.  For now, the corresponding
output
uptime

You might want to clean these up; I think these are the result of 'upgrades' in
autotools.

The repo has the change for removing jitter.h.

make jitter succeeds and runs.
