I noted this as a doc issue in a note to Dave, but he agrees that it's an
implementation bug. The behavior was introduced in response to bug 1330.
I would prefer to have the code fixed. If not, the doc needs to match the
code...

"interface" says "interface commands are **disabled** if any -I, --interface,
-L, or --novirtualips command-line options are used."
my ntp.conf has:
interface drop wildcard
interface listen 127.0.0.1
interface listen 192.168.148.10
If I run ntpd 4.2.8p1@1.3265-o with
ntpd/ntpd -I ixp0 -I lo -g -c /opt/etc/ntp.conf #<< ixp0 is an XSCALE
interface name
ntpd exits with the log file containing:
interface/nic rules are not allowed with --interface (-I) or --novirtualips
(-L), exiting
I read the documentation to mean that -I would cause the interface commands to
be ignored ("disabled"), but expected ntpd to run using the -I interface(s).
The expected behavior is actually useful; I have a case where the startup file
checks for an installation environment and wants to force use of a special
interface. The alternative, editing the config file during startup, is rather
ugly.
