When processing mrulist requests, ntpd sends responses in groups of packets. It
sometimes doesn't insert the right delimiters when a packet boundary is
crossed.

For instance, capturing the processing of mrulist responses, I saw the
following:

end of packet "first.3=0xd8862f50.dda272a3", beginning of next packet
"ct.3=192,"

debug output processing this "nextvar gave: first.3 =
0xd8862f50.dda272a3ct.3=192"

later:
"first.27 = 0xd88907ac.caf2aa94"
"mv.27=35"
"nextvar gave: first.27 = 0xd88907ac.caf2aa94mv.27=35"

and

"rs.47 = 0x0\0"
"last.47=0xd890fab5.21010cd9"
"nextvar gave: rs.47 = 0x0last.47=0xd890fab5.21010cd9"

and

"first.50 = 0xd8862f82.39b5dc83\0"
"mv.51=35"
"nextvar gave: first.50 = 0xd8862f82.39b5dc83mv.51=35"

It happens over and over. Either there is no comma and the value goes to the
end of the packet, or there is a null but still no comma.

As result of these missing commas, the ntpq program gets very confused.
