Formerly, when the parse driver was configured to use PPS timestamps to correct
the receive timestamps of serial strings etc., in addition it fed the PPS
timestamps into ntpd's atom handler.

After a discussion with the original author of this code, Frank Kardel, and
heiko Gerstung who has done a lot of testing we agreed that this is obsolete in
the current implementation and thus the relevant code should be removed from
the parse driver code.
