And the problem is in the clamp, it doesn't take into account the clock filter.
For 64s poll interval it will use at most 64 s when computing the PLL
adjustment, even when the clock filter skipped last seven samples. As you write,
it should allow 1024 s.

I have verified that multiplying the limit by 16 makes the daemon mode respond
identically to kernel.

Please, have a look at the code, it really doesn't do what it should.
