Subject: ntpd -x should reset kernel frequency

Miroslav,

The code you show is activated only from a remote ntpdc program. That 
program is considered legacy, since configuration commands can now be 
done with ntpq. The logic that leads to that code is flawed in any case. 
I don't intend to do anything about it, but you are invited to figure 
out the correct logic and submit a fix.
