There are cases (like when the serial line does not open) where the parse
refclock will attempt to close the "parse" structure and this will drop
core because of a NIL dereferencing.
I have seen this happen starting at line 2567 of refclock_parse.c in ntp-dev.
>From inspection, there are subsequent lines of code that will also fail if
this line is fixed.
(I found this in my attempts to get the Meinberg clock working at ISC.)
