/etc/ntp.conf contains "fudge". man ntp doesn't contain word "fudge" nor it
contains any SEE ALSO. man ntp.conf and man ntpd.conf don't exist.

Therefore the user basically doesn't have any idea what the configuration file
content is about - at least me. I was suspecting ntp to be out of sync with
standard time, so started to examine /etc/ntp.conf. I was planning to test
whether it's OK by first understanding that and then thinking about it's
contents if they are OK. To understand it I planned to take configuration option
one by one and looking up it in the manual page and learning what it does. It
unfortunately failed on the first option I took - "fudge".

I suggest description of "fudge" to be added into man ntp.
