It usually means that a file has been checked out and/or is being updated.
Wait for half an hour or so, then try again.

cvs can hold locks for a while, given it's all being done over (some times
slow) international networks...

I'm attempting to checkout the current cvs code.  I get the following...

cvs server: failed to obtain dir lock in repository
`/export/home/ntop/gdchart0.94c/gd-1.8.3/libpng-1.2.1/contrib/gregbook'
cvs [server aborted]: read lock failed - giving up
