Because it's both static and dynamic content and that's how it's always been
done.  Object was to create an rpm off the source, NOT to maintain lots of
source specific patches

I have noticed that the RPM assumes stores NTOP data
in /usr/share/ntop. Why didn't you used a path under /var,
like /var/ntop or /var/lib/ntop?
